Regression: Spacing issue is observed on installation bubble of extension.

Issue descriptionChrome Version: 52.0.2722.0 Revision 884d81a6495cd1138a77425df55d80030b768de1-refs/heads/master@{#390853} OS: Windows (7,8,10), Linux (14.04 LTS) URL: https://chrome.google.com/webstore/detail/pdf-viewer/oemmndcbldboiebfnladdacbdfmadadm?hl=en-GB What steps will reproduce the problem? (1) Launch chrome, navigate to above url and click on 'ADD TO CHROME' (2) Observe the installation bubble. Spacing issue is observed on installation bubble of newly added extension. Installation bubble of newly added extension should be proper. This is a regression issue, broken in 'M-52', below is bisect info: Good Build: 52.0.2719.0 Bad Build: 52.0.2720.0 Narrow Bisect: https://chromium.googlesource.com/chromium/src/+log/aacdfd0e17cb1597dd22745f73b172a0e2797359..e49d943e9f5f90411313e64d0ae6b646edc85043?pretty=fuller&n=100 Suspecting: r390262 Note: Issue is not seen on Mac OSX(10.10.5, 10.11.4).
