Regression: [DevTools] Info text box doesn’t get clear on selecting the ‘Custom’ option from drop down list.

Chrome Version: 52.0.2722.0 (Official Build)884d81a6495cd1138a77425df55d80030b768de1-refs/heads/master@{#390853} 32/64-bit.
OS: Windows(7,8,10)

What steps will reproduce the problem?
1. Launch chrome, open dev tools window and press ‘Esc’ key to open drawer tab.
2. Go to ’Network conditions’ section and uncheck 'Select automatically' checkbox under 'User agent' section.
3. Select any option from drop down list and observe the info textbook.
4. Now select ‘Custom’ option from drop down list and then observe the info text box.

Info text box doesn’t get cleared after selecting the ‘Custom’ option from drop down list.
Info text box should get cleared after selecting the ‘Custom’ option from drop down list.

This is a regression issue, broken in M-52 series, will soon update other info.

This new behavior is an intended change.  Selecting the 'Custom' option will not clear the input field, which is consistent with the behavior of 'Custom' selections in the Sensors panel.

Actually, a better behavior would be to highlight the entire text selection when 'Custom' is chosen, which I've included with CL https://codereview.chromium.org/1937253002/
