Chromium ignores OS setting for mouse scroll direction

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.94 Safari/537.36

Steps to reproduce the problem:
1. Set "Reverse scroll direction" to true in KDE Mouse Settings
2. Browse to page and scroll mouse wheel up or down

What is the expected behavior?
When mouse wheel is scrolled up, Chromium should scroll down; when mouse wheel is scrolled down, Chromium should scroll up. In general, Chromium should match scrolling up or down with other programs (e.g. Firefox), based on the OS settings.

What went wrong?
Regardless of OS settings, Chromium always scrolls in same direction as mouse wheel scroll.

Did this work before? Yes a few months ago (< 49?)

Chrome version: 50.0.2661.94  Channel: stable
OS Version: Debian Jessie
Flash Version: Shockwave Flash 21.0 r0

This is the same report as https://bugs.chromium.org/p/chromium/issues/detail?id=351560#c6, but as a new ticket based on this specific bug rather than as a comment in an old ticket.
