Upgrade coverage module to 4.0.3

Currently the infra repo uses version 3.7.1 of the coverage module. We should switch to 4.0.3 to pick up the newest bug fixes and features.

Yes, I've done it in https://codereview.chromium.org/2706193002 (2caf59ff4bdd1b0aad8612376263af1f073d2cd3) for the recipe engine.

This bug is about infra repo, where looks like Sergiy fixed this.
