Regression : Unwanted delay/white space is seen on back navigation for overlays in md-settings

Version:  52.0.2722.0 dev 
OS: Ubuntu 12.04,14.04

What steps will reproduce the problem?
(1) Launch chrome and go to chrome://md-settings >> Click on any link like Manage search engines/Site settings/Manage certificates
(2) Now click on back icon of overlay and observe content above/below

Expected: No delay in loaidng of content should be seen
Actual: Instead delay and white space is seen where the content should be loaded.

This is a regression issue broken in M52. Will provide bisect info soon.

Able to reproduce the issue on Mac 10.11.4 using chrome version 52.0.2722.0
