not able to print landscape in pdf

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 7834.70.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.112 Safari/537.36

Steps to reproduce the problem:
1. open pdf 
2. click print
3. now given the option to choose landscape even though showing correct.  in advance options it also doesn't have landscape choice  only fit to width

What is the expected behavior?
print in landscape instead of portrait

What went wrong?
although it fits on page it is in portrait and smaller than the intended landscape orientation

steps

- open any pdf (try http://www.pdf995.com/samples/pdf.pdf)
- click print icon
- click Change and selection Save as PDF
- click 'Print using system dialog ...'
- click Page Setup tab
- change Orientation to Landscape
- click print 

result:
screen flash, nothing happen

when you select an actual printer, change orientation, the result prints orientation did not change.

Need clarification on what exactly this bug is. This was reported as a ChromeOS bug, but Comment 2 mentions using the system dialog link, which does not exist in Chrome OS at all and doesn't show up on Windows either when "Save as PDF" is selected.

Is this a feature request to allow changing orientation when printing PDFs?
 Currently, we auto-rotate PDFs to match the paper orientation instead of surfacing the orientation setting. Is this a bug about the system dialog not setting the orientation when the link is clicked from print preview (in which case this is the same as 700181)? Or is this something different?
