Snap to side doesn't work properly with auto-hidding taskbar

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.94 Safari/537.36

Steps to reproduce the problem:
1. Turn on taskbar auto-hidding
2. Drag the browser to any side

What is the expected behavior?
Window/frame of the browser should fill the entire half of the screen.

What went wrong?
Frame let in bottom piece not-filled which harming W10 snap assist

Did this work before? Yes N/A

Chrome version: 50.0.2661.94  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 21.0 r0
