Browser crashed and extensions were removed and weird page popped up when I reloaded

Issue description

  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari:None
    Firefox:
         IE:

What steps will reproduce the problem?
(1)Browser crashed and when I reloaded a page I hadn't visited popped up.  I will include a screenshot.  Most of my extension had been removed as well.
(2)I know how to remove extensions and was not removing anything at the time of the crash.  
(3)

What is the expected result?


What happens instead?

Oh shit i dontnrecall all extensions lastpass, hangouts, a few others.  I
power washed since 5he incident.

does it work in incognito mode ?  (open a new window via ctrl-shift-N)
