Top edge click on tabs does not activate/select tab

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.29 Safari/537.36

Steps to reproduce the problem:
1. Mmaximize the browser window
2. Hve at least 2 tabs open
3. Move the pointer to the top edge of the inactive tab and click to select

What is the expected behavior?
Tab should get selected/activated

What went wrong?
Tab didn't get selected/activated

Did this work before? Yes before material desgin

Chrome version: 51.0.2704.29  Channel: beta
OS Version: 10.0
Flash Version: Shockwave Flash 21.0 r0

There is 1 pixel offset at the top edge of tab handle. I suppose it is a design choice but it is annoying. One should try harder for aiming before shooting!

I am so sorry if this is duplicate post. Please delete/close if it is. I didn't have time to look for duplicates.
