Spell checking do not guess an obvious variant of a misstyped word

Reported by d...@mail.ru, Apr 30 2016

Issue description

UserAgent: Mozilla/5.0 (Windows NT 5.2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.87 Safari/537.36

Steps to reproduce the problem:
1. Type 'shoud' in a memo
2. Right click on the marked word
3. See that there is no variant 'should' in the list

What is the expected behavior?

What went wrong?
The difference between 'shoud' and 'should' is the only one missed letter. 'Should' is also very common word and should be in the spell checking list I assume.

Did this work before? N/A

Chrome version: 49.0.2623.87 Channel: n/a
