Chrome UI is screwed by the fraudulent site

Issue description

UserAgent: Mozilla/5.0 (Windows NT 5.2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.87 Safari/537.36

Steps to reproduce the problem:
1. Open the site http://rewtygirl.ru/ads/
2. Try to close the tab without agreeing to anything it asks you

What is the expected behavior?
Chrome should allow you to close the site tab without agreeing to any prompt the site makes.

What went wrong?
The site shows you prompts and prohibit you from closing the tab while you don't agree to prompt it shows to you. It asks you to install an extension. But technically it can ask user to do anything and user will agree because it seems to be the only way to close the tab with annoying site.

This isn't really a security issue. While the prompts are annoying, Chrome will ask the user if they want to prevent future prompts after the first one. Also see  issue 587962  where this capability is being restricted.
