Speech Recognition on and off, no input

Issue description

UserAgent: Mozilla/5.0 (iPhone; CPU iPhone OS 9_0_2 like Mac OS X) AppleWebKit/601.1.46 (KHTML, like Gecko) Version/9.0 Mobile/13A452 Safari/601.1

Steps to reproduce the problem:
1. Any speech recognition website
2. At night England 
3. Try to use the speech recognition

What is the expected behavior?
To accept input and output text

What went wrong?
The speech recognition is constantly either restarting (blinking) or not starting at all.

Did this work before? No 

Chrome version: 48  Channel: n/a
OS Version: Raspbian Jessie

Could you check this on the latest stable(50.0.2661.94) and confirm any particular site where the Speech is not recognized.

Note: OS Version: Raspbian Jessie is not available here to test and confirm.

More follow up questions for the original reporter:

a) In step #2, what does "At night England" mean?
b) What microphone are you using? I'm not very familiar with Raspberry Pis, but as far as I know, they don't include a built-in microphone.
c) Do you see any errors in the javascript console?
The speech recognition indicator flashes usually only after 11PM and before 6AM Greenwich Time (UTC+1). I am using a USB webcam or a dedicated USB microphone, both of which have been tested and set as the default audio capture device. No errors are apparent in the console, the speech recognition JS code is never fired because the Speech Recognition restarts (flashes) before the onresult callback can ever be called.

d) Can you provide either a URL or a test page that you've used to reproduce the problem?
e) As far as I know, Chrome doesn't have any code that would result in the failure of a particular component at a specific time. Can you better detail your use case? For example, are you continuously running speech recognition? 
f) Can you provide logs when speech recognition works, and when it doesn't?
