Change all rule line colors

The color #f2f2f2 is not a polymer color. Would you like to use #f5f5f5 or #eeeeee?
Or would you like an exception for #f2f2f2? (Or would you prefer an alpha blended value)?

The original spec actually calls for alpha blends, at two different levels but let's see where we're at with a single value for both: #000, 0.06
