Reliable Incognito Mode Detection

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.86 Safari/537.36

Steps to reproduce the problem:
1. Login to Netflix
2. Attempt to watch something
3. You are greeted by "Your browser appears to be in Incognito Mode."

What is the expected behavior?
A website should not be able to detect incognito mode.

What went wrong?
Netflix was able to detect incognito mode.

It's in the "it would be really nice" category but nobody ever got to fixing this.

IIRC, Netflix' incentive for blocking in incognito mode is a DRM issue. We don't give them access to a stable identifier so every incognito session would look like a new computer and you would burn through your licences.

But otherwise, IIRC Netflix uses the Filesystem API, this can be deduplicated into issue 93417.
