DevTools: [LiveSASS] disallow editing of selectors/medias for SASS rules

Project Member Reported by lushnikov@chromium.org, Apr 29 2016

Issue description

Currently, editing selectors or medias for SASS rules results in LiveSASS being stopped.

We can support this in a long run, but we should not allow their editing for now.
