[Desktop capture] Local (youtube) video is getting paused in desktop capture extension

Issue description

Chrome version: 51.0.2704.30 / 8172.18.0 dev

What steps will reproduce the problem?

Precondition: Start a youtube video in a separate window

(1) Download the desktopCapture extension from https://drive.google.com/a/google.com/folderview?id=0B__Tc1GKZkEXNEp3bWVxZ0hFaWs&usp=sharing_eid&ts=570ec782
(2) In chrome://extensions, click developer mode and click button 'Load Unpacked Extensions'
(3) Launch the "Desktop Capture Example" extension
(4) Click "Start"
(5) Select the window with youtube video and click "Share"

What is the expected output?
Both local and remote videos should clearly display youtube video without any pauses


What do you see instead?
Both local and remote videos are getting paused frequently

Note:
1) Local video in desktop capture extension is expected to play the youtube video without any pauses as the youtube video is getting played on the device/system without any pauses.

3) This issue is seen on most of the chrome devices

This issue may be related to the temporary fix for https://bugs.chromium.org/p/chromium/issues/detail?id=600031
and a task is create in 
https://bugs.chromium.org/p/chromium/issues/detail?id=607272

How long are the pauses? If they are several seconds, it is a different issue.

This issue is not seen on few devices that were tested with latest M51 51.0.2704.32 / 8172.20.0 dev. I will update this bug if it is reproduced on any of the devices with latest versions.
