Strange clipping is seen in settings

Issue description

Chrome Version: 52.0.2720.0
OS Version: OS X 10.11.4
URLs (if applicable) : chrome://settings/passwords

What steps will reproduce the problem?
1. Have a few passwords
2. Navigate to chrome://settings/passwords
3. Mouse over passwords
4. Notice strange clipping on right side of highlight

What is the expected result?
No clipping

What happens instead of that?
Clipping

Additional info:

First noticed strange clipping in chrome://md-settings/advanced (resize window and some text will be cut off) See additional-screenshot. Not sure if this is related or a different issue.

Have only seen on chromeos and macos

Can't reproduce this issue with Chrome 52.0.2720.0 and OSX 10.11.3. Do you get the correct behavior with earlier Chrome versions?

Interesting. I'm not sure about the MD settings issue, but speaking about the old-settings issue showing on about:settings/passwords below:

When trying this with a ToT build on Mac (52.0.2723.0 (Developer Build) (64-bit)), the issue cannot be reproduced. When I try with Canary (52.0.2722.0 (Official Build) canary (64-bit)), it shows up. There seems to be indeed a kind of mask put over the list of stored passwords, of the right size, but anchored to left, unlike the list (which is centered).

I'd propose to see if this gets fixed in Canary past 52.0.2723.0 (which is the ToT build which runs fine).

Passwords still shown wrong in Mac canary 52.0.2723.2, Win Canary is fine.
This is oddly specific to Mac and does not seem to show up on Chromium build, just the Canary.

I'm OOO in the coming days, so will not be able to have a look soon. This is also likely not specific to password settings.

Actually, I have no idea. Could not reproduce it outside of the passwords settings, so not sure.

I think  Issue 608028  is might be related to this one since they're both rendering issues that are Mac and ChromeOS specific with the same bisect. At the time I created the issues they seemed different enough to warrant 2 issues.
