Browser crash, 100% cpu, google service

Issue description

Chrome Version       : Version 49.0.2623.75 Built on 8.3, running on Debian 8.3 (64-bit)
URLs (if applicable) : https://console.developers.google.com/apis/credentials/consent?project=api-project-9104597XXXX
Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
Opera: OK
     Safari:NOT TESTED
    Firefox:NOT TESTED
         IE:NOT TESTED

What steps will reproduce the problem?
(1) access url https://console.developers.google.com/apis/credentials/consent?project=api-project-9104597XXXX
(2) N/A
(3) N/A

What is the expected result?
See the page

What happens instead?
An infinite length url is generated, consuming all resources ( cpu 100% ), resulting in crash.
Also seems to redirect causing hundreds/thousands(stopped counting after a few pages, see image) entries in the url history.
Massive length url's in history cause problems even when the page is closed each time the location bar i accessed. ( Suspect this could sync to android/ios version of the browser and cause even more problems )

Please provide any additional information below. Attach a screenshot if
possible.

System specs, 8 core, 32gb ram, still freeze the whole system in seconds.

Update: Same issue occurs in Opera

Didn't observe any crash on navigating to the above URL on the latest stable(50.0.2661.94) on Linux Ubuntu 14.04.

If reproducible this is probably Debian specific. Looping MTV@ team to give a try.

@reporter: Could you please check this on the latest stable and attach any crash id from chrome://crashes.
