Text is not sharp at all ui scales.

Issue description

Version: 52.0.2719.0
OS: Chrome

What steps will reproduce the problem?
(1) Enable "use blink's zoom for device scale factor" on a device with an internal display.
(2) Hit ctrl-shift-+/- repeatedly to page through different scale factors
(3) Observe text on internal display

What is the expected output?
Text on the internal display should be sharp at all scale factors

What do you see instead?
Text is sharp at 1x 1.25x and 2x but fuzzy at other display factors

oshima@, kuscher@, and I discussed this off line. oshima@ mentioned that there were challenges enabling this at all scales.

I don't think we should block bug 485650 on this, but the inconsistency is bad. We should come up with a plan for getting to consistency here soonish.

The mode will be used only for 1.25x and 2x. The reason for 1.25x was that we want to use it as a default mode for FHD.

We should use the GPU scaling if we want to make it sharper for other scales.

Sent too early. What I meant is that

We should downscale 2x using GPU if we want to make it sharper for other scales.

malaykeshav, it seems you've been working on similar issues, correct? Can you please take a look?
Summary: Text is not sharp at all ui scales. (was: Text is not sharp at all scale factors)
Updating the title to reflect real issue. This is basically same issue as you get when you set non native resolution on external display. This is P3, and we should discuss if it worth it first.

Former Pixel user and now have a Kevin. This issue has pretty much locked me into using the (Best) "resolution" instead of my prefered 1350 x 900 unfortunately.
