If we implement https://github.com/catapult-project/catapult/blob/master/telemetry/telemetry/core/platform.py#L336, telemetry will also take screen shot of screen on failure & upload to cloud storage. This will make it easier to debug test failures and is something Android has already done.

This would be useful in issues such as 595403 among others.
