Trying to mirror to 3+ displays causes "dear monitor message

Issue description

OS: Chrome

What steps will reproduce the problem?
(1) Connect 3 (or more) displays
(2) Press ctrl + F4 to try to switch to mirrored mode

What is the expected output?
Either enter mirror mode or display a meaningful error

What do you see instead?
"Dear monitor...."

Does this really show the notification? I agree that we should show meaning message, but I thought we're showing nothing right now, and just want to confirm.
