Credit Card Info leaks to Incognito

Issue description

PRIVACY ISSUE
Autofill Issue - Credit Card stored in Chrome under some account is visible in Incognito mode. 

VERSION:
Chrome Version: 49.0.2623.112 m + [stable]
Operating System: [Windows 10]

REPRODUCTION STEPS
Save Credit Card Info for Autofill when browsing normally
Open Incognito Tab 
Browse to some site where you need to provide Credit Card details
Chrome asks for Auto fill
Chrome auto fills from main account data

Credit Card is stored under user-account (not just plain history). Need to login to edit the details. If this is the case, it shouldn't work in Incognito

I think my expectation would be:
In incognito mode, the credit card is not autofilled when you visit the page. But if you focus on a CC text field, a box shows up below the text field containing the CC number. You can click on it to fill it into the text box. This is what the password manager does for incognito mode.

If you enter a new CC in incognito mode, that should not be persisted.
