Implement touchpad gestures protocol for wayland

We need to be able to receive pinch-to-zoom gestures on the wayland client side. 

Eventually we should upstream this protocol, but for now the focus is on getting it running.

Punted due to higher prio projects. Most code changes are ready, but need to be polished and reviewed.
