What steps will reproduce the problem?
(1) Open Chrome from scratch (no Chrome process currently running) on a blank desktop.
Before the window opens up, the section of the desktop where the window is going to open starts as a miniature version of the desktop background, and then grows. Then the window opens. This all happens during a period of less than a second.
If people care about this, I can figure out how to record it happening, since I have the equipment. But since it's really easy to reproduce, I figured I probably wouldn't need to.
Note that this bug does not show up for Firefox.
