Regression: [DevTools]'Show all' option doesn't seen in 'Service Workers' section.

Issue descriptionChrome Version: 52.0.2720.0 (Official Build)0fcb776029fb1380c8e8c9d4cbdcaf7a217ddb5c-refs/heads/master@{#390547} 32/64-bit. OS: Windows (7,8,10), Mac OSX(10.10.5, 10.11.4) ,Linux (14.04 LTS) What steps will reproduce the problem? 1. Launch chrome, open 'DevTools' window and go to 'Resources' section. 2. Now go to 'Service Workers' section and observe 'Show all' option. 'Show all' option is not seen it's gets hide. 'Show all' option should be seen. Note: Only able to see the 'Show all' option after resizing the DevTools window. This is a regression issue broken in M-52 series, below is bisect info. Unable to reproduce the issue on Windows 7 using chrome latest canary M52-52.0.2723.0. Observed the show all option is seen under service workers. dchaubey@ - Could you please recheck this issue on latest canary and kindly update this bug with latest behavior. Thanks!

With response to comment #2: Retested the above issue on latest canary chrome version 52.0.2723.0 (Official Build). It's still reproducible. Note: 1. To reproduce the issue, freshly installed the chrome and then go through the steps which mentioned the bug. 2. Only able to see the 'Show all' option after resizing the separator line towards LHS. Attaching screen-cast for reference.
