keyboard shortcut in extension not working when play League of Legand

  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: PASS/FAIL (Version)
    Firefox: PASS/FAIL (Version)
         IE: PASS/FAIL (Version)

What steps will reproduce the problem?
(1)put our chrome App in 'always on top' mode
(2)start League of Legend and play
(3)press hot key configured in 'keyboard shortcuts' global scope

What is the expected result?
hot key should be captured by chrome

What happens instead?
hot key never captured

Please provide any additional information below. Attach a screenshot if
possible.

hotkey is working for most of windows mode games, except LOL.

I also can't make setInterceptAllKeys work in this latest version.

Unable to reproduce the issue on windows 7 using chrome version 50.0.2661.94.
Getting an error while adding manifest file to chrome://extensions.

Please provide us the complete file and OS details to triage the issue further.Provide us any screenshot or video for better understanding the issue.
