Regression: Unnecessary blue ring is seen on 'Open downloads folder' option after resizing browser window.

Issue descriptionChrome Version: 52.0.2720.0 Revision 0fcb776029fb1380c8e8c9d4cbdcaf7a217ddb5c-refs/heads/master@{#390547} OS: Windows (7,8,8.1,10),Linux (14.04 LTS) What steps will reproduce the problem? (1) Launch chrome, navigate to chrome://downloads page. (2) Resize browser window and click on iron icon. observe Unnecessary blue ring is seen on 'Open downloads folder' option after clicking on iron icon. No such a blue ring should seen on 'Open download folder' option or it should be clickable after hitting Enter or spacebar key. This is a regression issue,broken in 'M-52', below is bisect info: Good Build: 52.0.2709.0 Bad Build: 52.0.2710.0 Narrow Bisect: https://chromium.googlesource.com/chromium/src/+log/d7c335ae8182ad53a52439b5de283ef5d0970737..a794ae416acf94cb247d8ca0e8554863f5d9c1d8?pretty=fuller&n=100 Suspecting: r387633 Note: Issue is not seen on Mac OS.

with respect to comment 9: Issue is reproducible on latest build 55.0.2869.0 with the following steps: 1. Launch chrome, navigate to chrome://downloads page and save the page by pressing ctrl+s 2. Click on 'More actions' icon and click on 'Clear all' option, again click on 'More actions' icon and observe.
