What steps will reproduce the problem?
(1)Try to recover the OS>> at OOBE screen try to change the volume controls from Uber tray or try using the volume up/down control buttons from device

Expected: One should be able to increase or decrease volume from Uber tray and Up/down volume buttons from device as well
Actual: Instead  
1.Volume controls going back to zero even after changing it to some extent from Uber tray
2.We cant even increase and decrease the volume using up/down control buttons from devices

This is a Regression issue as issue is not seen in 52.0.2717.0/8252.0.0 dev-channel Daisy

Issue is not applicable to Linux and Windows
