Regression :[Devtools] URL under Services workers in Resources tab is chopped on resizing the tab to right.

Chrome Version       : 52.0.2720.0 (Official Build)
OS Version : Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and open Devtools on NTP or any page.
(2)Open Resources tab and select 'Service Workers'
(3)Now resize the service workers tab to right and observe the URL string.

What is the expected result?
The URL string should not be chopped on resizing.

What happens instead?
The URL is chopped on resizing.

This is a regression issue, will provide other info soon.

Able to reproduce the issue on Mac 10.11.4 using chrome version 52.0.2720.0.

Adding stable blocker as this is recent regression.Please feel free to remove if not required.
