Regression : Browser crashes on signing to chrome after navigating from md-settings

Issue description

Version: 52.0.2720.0 dev 
OS: Ubuntu 12.04,14.04,windows

What steps will reproduce the problem?
(1) Launch chrome >> Go to chrome://md-settings >> In omnibox delete "md" and hit enter so that it navigates to chrome://settings
(2) Click on sign in to chrome >> Try signing in overlay with valid credentials and observe.

Expected: Browser should not crash on sign in to chrome
Actual: Instead browser crashes on navigating to chrome://settings and signing in.

This is a regression issue broken in M52. Will provide bisect info soon.

Reproducible on the latest canary(52.0.2720.0) on Mac OS 10.11.4 as well.

Please do not use ReleaseBlock-Stable for chrome://md-settings, as it is not easily accessible to users and is still a work in progress.

Unable to repro this issue on Windows 7 & MAC (10.11.4) for Google Chrome Canary Version - 52.0.2724.0 

@sc00335628: Could you please confirm the same and update it accordingly.

Checked the issue on 52.0.2724.0 dev,ubuntu 14.04 and is no longer reproducible. 
Status: WontFix (was: Assigned)
