"save as PDF" doesn't generate a 508 compliance PDF

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.112 Safari/537.36 Steps to reproduce the problem: 1. open one page with alternative text for image and has h1-h6, p, div tag defined. 2. print 3. save as PDF 4. open the PDF in adobe acrobat 5. in Acrobat, find tools->accessibility->full check 6. there are issues in the check result. the most importance is a, PDF is not tagged in logic structure (div, p, etc.); b, alternate text is not reserved for Image What is the expected behavior? in the PDF, there should be logic structure with tags, such as div, p, etc. in the PDF, there should be alternative text for image. What went wrong? define the alternative text in HTML, but the PDF chromium saved didn't keep the alternative text in the PDF output. define structure tag, h1-h6, div, p, etc in HTML, but the PDF chromium saved didn't keep the structure. without this the PDF violate 508 compliance. disable can't access the PDF content properly. Current Status: * On Extracting the correct Unicode codepoints from text in the PDF. This feature exists in SkPDF. Blink's shaper still needs to retain this mapping that it receives from harfbuzz and send that information into Skia (via texblob). * On PDF Tagging. This feature exists in SkPDF. Blink needs to use it.
