Manifest.json contents not visible in Sources tab.

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.86 Safari/537.36

Steps to reproduce the problem:
1. With an attached, port forwarded mobile device open chrome://inspect/#devices.
2. Use that page to load https://airhorner.com/ on a mobile device. 
3. Click inspect to open DevTools for airhorner.
4. In DevTools go the Sources tab. In navigation open top > airhorner.com > manifest.json. This file opens in the adjacent panel.

What is the expected behavior?
I should be able to see the contents of the manifest.json file.

What went wrong?
The file appears empty.

Did this work before? N/A 

Chrome version: 50.0.2661.86  Channel: stable
OS Version: OS X 10.11.4
Flash Version: Shockwave Flash 21.0 r0

On some sites that have a manifest I can reload the page and it appears. One site that I load from local host does not. I know it loaded because the GET command is logged in my server console and I can view the file's contents on the Network tab.

jmedley: In canary open the resources tab. Then Manifest (on the left)
Towards the top is a link that should have the manifest be viewable in sources.

Unfortunately, I need this for a codelab, specifically one run in the I/O codelab kiosks, which won't be running canary.

That's unfortunate. There's a big gap in the functionality for this stuff in Canary vs beta and stable. :/



Going to mark this bug as fixed, as the core bug is now addressed.
