Dropdown is default enable in gmail

Chrome Version       : Version 50.0.2661.86 (64-bit)
URLs (if applicable) :
Other browsers tested: FAIL
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari: FAIL
    Firefox: FAIL
         IE: FAIL

What steps will reproduce the problem?
(1) Email is already with one label.
(2) I want to move it to new label.
(3) I see drop-down is already enable if I have not clicked on check box(Nest label under)

What is the expected result?
Drop-down must be disable until unless we I click on “Nest label under”.

What happens instead?
Drop-down is default enable.

Please provide any additional information below. Attach a screenshot if
possible.

Tested this issue on Windows 7 using chrome stable M50-50.0.2661.86 and observed that drop down is enabled in gmail by default. This is a non-regression issue seen on past M35-35.0.1851.0 as well.

Note: Issue is seen on other browsers as well, so considering this is not a chrome specific issue. So adding appropriate label for further triage.
