dptf: better logging

Issue description

DPTF (Dynamic Platform and Thermal Framework) logging of policy events leaves much to be desired on current CrOS platforms that support it.

See crosbug.com/p/52528 for an example of recent accounts.

Lets improve visibility starting with critical policy (aka shutdown) events.

Shyam, could you loop in the appropriate Intel folks?  DPTF is rather opaque from a logging perspective and it slows down our ability to debug issues.

Todd, we should also consider logging UMA metrics for thermal events generated by DPTF to get a feel for how often thermal throttling is happening in the field.
Will do Sameer. Any way you can let me add the right folks on the Intel side? Right now I cannot add anyone.
