Issue descriptionVersion: 50.0.2661.87 Platform: 7978.62.0 A comedy of keyboard layout errors. 1. In OOBE, change keyboard layout to US Dvorak 2. Complete OOBE Expected: keyboard layout is US Dvorak after starting first session. Actual: keyboard layout is QWERTY. Dvorak is not enabled in chrome://settings/languages. 3. Sign out or restart, to go to the sign-in screen. Expected: keyboard layout is US Dvorak (because of step 1) Actual: keyboard layout is QWERTY. Weirdly, Dvorak is *first* in the "Input methods" list in the system tray, but "US keyboard" (ie QWERTY) is selected. 4. At sign-in screen, press Ctrl+Shift+Space to cycle input methods. Expected: The keyboard changes to Dvorak. Actual: Dvorak is dead last in the list of input methods cycled, presumably because it's *first* in the input method list but the *second* input method (US Keyboard aka QWERTY) was selected initially. Dvorak should not be last -- we cycle to INTL, EXTD, DVP (!), CO, WM, and WMI before going to DV. That makes no sense (except in the context of the bug, in which dvorak is correctly the first in the list but is not chosen).

Michael, do you happen to know if the issue has been fixed? I can't reproduce it on Link device. Is it device-specific? The video shows the last step of OOBE and Dvorak is not forgotten after that. Dvorak also remains to be the keyboard layout after sign-out.
