Steps to reproduce the problem:
1. Open attached PDF Letter-A-Rotation-Issue.pdf

What is the expected behavior?
The Initial preview of the page should be in Landscape (not portrait)
There is a 90 degree rotation that isn't working.
If you hit the "Print" button the 2nd preview shows correctly.
Works in Chrome 49 and earlier + other browsers and in Adobe Acrobat.

What went wrong?
Letter A is rotated but the page itself is in portrait not landscape.

Did this work before? Yes Chrome 49 and earlier.

OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

The page is being rotated for previewing using /AA dictionary (Additional Actions) utilizing the Will Print and Did Print events.

The goal is to rotate for previewing and then not rotate when printing. Let me know if we should be doing this a different way.
