Unable to sign in to chrome profile & display error 521

UserAgent: Mozilla/5.0 (Windows NT 6.3; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.3.2661.78 Safari/537.36

Steps to reproduce the problem:
1. When anything is typed on the browser, "Error 521 Website is offline" will appear
2. When click the "sign in to chrome", "ERR_CONNECTION_TIMED_OUT" appeared.

What is the expected behavior?

What went wrong?
Unable to log into chrome profile at all
Unable to google through the web browser

Crashed report ID: ERR_CONNECTION_TIMED_OUT & Error 521

Is it a problem with a plugin? N/A 

Did this work before? Yes All other time

Unable to repro this issue on Windows 8.1 for Google Chrome Latest Stable Version - 50.0.2661.94

Screen-recording is attached.

@iklilnaqiyah: Could you please perform the steps mentioned beneath and let us know your observations.

1. Update your Google Chrome to Latest Stable Version - 50.0.2661.94
2. Re-test the same on a clean profile [chrome://settings -> Add Person]
3. Check your internet connection and firewall settings.
