Off screen windows when opening apps

Platform: 7978.62.0 (Official Build) beta-channel lulu

Steps to reproduce the problem:
1. Open an app and it goes off screen
2.

What is the expected behavior?
Windows positions to be saved as in the stable channel and not move around constantly.

What went wrong?
Window positions are not remembered.

Did this work before? Yes Yes Stable channel.

Chrome version: 50.0.2661.87  Channel: beta
OS Version: 7978.62.0
Flash Version: Shockwave Flash 21.0 r0

In the screenshot both of the open apps, Google Keep and Calendar Clock, were positioned to be at the edge of the right side of the screen.  When I close and reopen they move off screen, if I open them initially it's the same thing.
