Screen magnifier defaults to the top-leftmost of the screen

Issue description

Version 49.0.2623.112 (64-bit) 
Platform 7834.70.0 (Official Build) stable-channel auron_yuna 
Firmware Google_Auron_yuna.6301.59.8 

Steps To Reproduce:
(1) Enable Screen Magnifier
(2) Each time you click on an option from the menus the screen immediately shows the top left corner.

How frequently does this problem reproduce? Each time we tested

What is the impact to the user, and is there a workaround? If so, what is
it? No workaround found.

I was able to reproduce the issue on pixel 2 - 49.0.2623.112

Repro steps:
1) In settings, check "enable screen magnifier" and "Keep magnifier focus centered on screen"
2) move mouse to bottom left and hover over any of the default pinned toolbar apps (ie: chrome, gmail, docs, or youtube)
3) magnified screen doesn't jump around; mouse stay hovered over apps.
... Things appeared normal up to this point ...
4) launch any of the pinned toolbar apps (ie: chrome, gmail, docs, or youtube)
5) move mouse to bottom left and hover over any of the default pinned toolbar apps (ie: chrome, gmail, docs, or youtube)
6) magnified screen jumps to upper left corner.

Toggling "Keep magnifier focus centered on screen" to off does not resolve the issue.

Was able to reproduce the issue as explained in #0 on 52.0.2721.0 build
Interesting - I'm not able to reproduce this on 52.0.2723.2. The screen is jumping for you when you simply hover over the pinned icons? You don't have automatic clicks enabled, right? Also, can you please grant permission for us to see the video? Thank you!
