Regression : Page is seen blur at 150 % Zoom level in Emulation mode

Version: 52.0.2719.0
OS: Ubuntu 12.04,14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome -> Go to any page(Ex: chrome://apps)
(2)Now Press F12 to open Dev tools->Click on "Toggle device toolbar"
(3)Now change the zoom level to 150% (Please refer Video)and observe the page

Expected: Page should be seen clearly  at 150 % Zoom level in Emulation mode 
Actual: Instead Page is seen blur at 150 % Zoom level 

This is Regression Issue broken in M-52

Able to reproduce the issue on Mac 10.11.4 using chrome version 52.0.2719.0.
Adding stable blocker as this is recent regression.Please feel free to remove if not required.
