Unable to navigate chrome://apps page in incognito mode.

Issue description

Chrome Version: 52.0.2719.0 (Official Build) db7757b63f29696b9b465949f9704a0d9d149f2b-refs/heads/master@{#390251} 32/64 Bit.
OS: Windows (10, 8, 8.1, 7), Mac (10.10.5)(10.11.4), Linux (ubuntu 14.04 LTS)

Steps: 
1. Launch chrome and press Ctrl+Shift+N to open a new incognito window.
2. Navigate to chrome://apps and observe.

Actual: Omnibox shows chrome://apps but it does not navigate to the web page.

Expected: It should navigate to chrome://apps page.

This is a non-regression issue seen from M-30 build no. 30.0.1549.0

ABle to reproduce the issue on mac 10.11 chrome version 52.0.2719.0
The same behavior occurs if you're in Guest mode.

I think this is expected behavior as we don't have incognito mode for apps.

Although this is the expected behavior, as user performs some action and nothing happens, it feels like a bug.

What do you think about going to a page stating that this feature is not available in incognito?

What do you think about #6?
Or we can open the apps page in regular mode, with a notification bar on top of the screen that tells the user that Apps or only allowed in regular mode.

I think #6 is probably the right approach, as I'm not sure how changing back to regular mode would work in guest mode.

On chrome os this page doesn't exist and you just get a 'this site can't be reached' message. Maybe we can do that in both guest and incognito on all platforms as well. Otherwise I can't see us getting UX time to design a replacement page.

Thank you Ben, yes, as opening on parent profile is not possible in the guest mode, or only choice in guest mode is "Not available in guest mode." page.

On Incognito, as the profile is based on regular mode and some settings are already used from regular mode, it can be expected to run the apps in regular mode, but I think not doing that and showing the "Not available in incognito mode." page will be a better choice, as it reduces the chance of user error.

Agreed that providing no feedback upon navigating to chrome://apps is bad. I'd suggest to use the existing patterns (used for chrome:/settings, chrome://history and other Chrome pages).

Incognito mode: open in regular window.
Guest mode: show "Apps is not available in Guest mode" page.

I agree, but I think there needs to be a notification bar as well so that user would be warned that s/he has left the incognito mode.

Open in regular mode when navigating incognito to chrome://apps.

chrome://apps page is not supported in incognito mode, and currently if
navigated to, nothing happens which is felt as a bug to user.
This is changed to openning the App launcher page in regular mode.

Redirect chrome://apps to not available, in guest mode.

chrome://apps page is not supported in guest mode, and currently if
navigated to, nothing happens which is felt as a bug to the user.
This is changed to redirecting to a page saying that apps is not
available to guest users.
