What steps will reproduce the problem?
1) Launch chrome and navigate to above URL.
2) Now go to devtools(Press F12) and open emulated view and select 'Responsive' mode.
3) Now resize the PDF page window and click on 'Toggle Device Toolbar' icon twice or thrice ,observe

Actual : Unwanted black space is seen in RHS of PDF page after resizing it and clicking on 'Toggle Device Toolbar' icon.
Expected : Unwanted black space should not be seen in RHS  of PDF page and Full PDF page should be seen instead.

This is a regression issue broken in 'M-50' and below is the manual regression and Narrow bisect info:
Good build : 50.0.2625.0
Bad build : 50.0.2627.0
