Issue descriptionVersion: 52.0.2719.0 db7757b63f29696b9b465949f9704a0d9d149f2b-refs/heads/master@{#390251} (32/64-bit) OS: Mac OS X(10.10.5, 10.11.4), Windows (7,8,8.1,10),Linux (14.04 LTS) What steps will reproduce the problem? 1) Launch chrome, open NTP and go to devtools 2) Now press Esc key to open console bar and click on iron icon and click on Search 3) Now resize the devtools window to RHS,scroll bar will be displayed under search tab 4) Now drag the scroll bar to RHS and observe Actual : Unwanted white space is seen after dragging the scroll bar to RHS Expected : Unwanted white space should not be seen after dragging the scroll bar to RHS This is a regression issue broken in 'M-52' and below is the manual regression and Narrow bisect info: Good build : 52.0.2718.0 Bad build : 52.0.2719.0 Narrow bisect info: https://chromium.googlesource.com/chromium/src/+log/66bea1de4dbc4a18684655979360031c14ad97a9..f1afe5ba38f00c14f9982c8d0b3afd598865f411?pretty=fuller&n=100 Suspecting : r390177 from Narrow bisect @luoe : Could you please help to reassign if your change is not the cause for this change.

On Linux 50.0.2661.94, I was able to reproduce the same effect, although with less whitespace than found above. This is not a recent regression. But a CL to fix will come!
