Regression: Cursor in search field is not visible after resizing dev tools window.

Issue description

Chrome Version: 52.0.2719.0 Revision db7757b63f29696b9b465949f9704a0d9d149f2b-refs/heads/master@{#390251}
OS: Windows (7,8,8.1,10), Mac

What steps will reproduce the problem?
(1) Launch chrome, open dev tools window and press Esc key.
(2) Open Search section, resize dev tools window to right side and click on search field.
(3) Observe the cursor in search field.

Cursor in search field is not visible after resizing dev tools window.

Cursor in search field should be visible after resizing dev tools window.

This is  a regression issue, broken in 'M-52', below is bisect info:

Good Build: 52.0.2718.0
Bad Build: 52.0.2719.0

For this detail, what do you think about using min-width: 95px to make sure that a portion of the search bar text is always visible?

Tested this issue on Windows 7, Ubuntu 14.04 and Mac OS 10.11.4 using chrome latest canary M52-52.0.2740.0 by followings steps mentioned in the comment #0. Observed that the cursor in search field is now visible after resizing dev tools window as expected. Hence adding TE-Verified label.
