Regression : In devtools ,Url : /_/chrome/newtab-serviceworker.js appears to be chopped after resizing the 'Service worker' window.

Issue description

Version: 52.0.2719.0 db7757b63f29696b9b465949f9704a0d9d149f2b-refs/heads/master@{#390251} (32/64-bit)
OS: Mac OS X(10.10.5, 10.11.4), Windows (7,8,8.1,10)

What steps will reproduce the problem?
1) Launch chrome, open NTP and go to devtools 
2) Now open 'Resource' section and click on 'Service worker',some data is displayed 
3) Now resize the 'Service worker' window and observe the url: /_/chrome/newtab-serviceworker.js after resizing.

Actual : Url /_/chrome/newtab-serviceworker.js appears to be chopped after resizing the 'Service worker' window
Expected : Url /_/chrome/newtab-serviceworker.js should be seen properly after resizing the 'Service worker' window

This is a regression issue broken in 'M-52' and below is the manual regression and Narrow bisect info:
Good build : 52.0.2718.0
Bad build : 52.0.2719.0

Note : The above issue is reproducible on Linux (14.04 LTS) OS.

Able to reproduce the issue on Windows 7 using chrome latest canary M52-52.0.2723.0 as well.

Pfeldman@ - Any update on this bug? Could you please look in to this issue if it's related to your change.

Unable to reproduce the issue on latest Canary 52.0.2735.0 using Win7, Mac OS X 10.11.5
