Regression : Unable to auto scroll the chrome://history page horizontally.

Issue description

Chrome version : 52.0.2718.0 (Official Build) fd0a0f9879fc02e65d477f57f8f929fa4d7f0b75-refs/heads/master@{#389938} 32/64 bit
OS :  Windows (7, 8, 10)

Precondition : Please enable the 'Material Design history' flag from chrome://flags

What steps will reproduce the problem?
1. Launch chrome and go to chrome://history.
2. Zoom in the page until both the scroll bars (i.e. Vertical and Horizontal) appear on screen.
3. Now click the middle mouse button (Auto scroll icon is seen) and move the mouse left to right, observe.

Actual : Unable to auto scroll the chrome://history page horizontally.
Expected : Should be able to auto scroll the chrome://history page horizontally.

This is a regression issue, broken in 'M-51', below is manual bisect and narrow bisect:
Good Build : 51.0.2677.0
Bad Build : 51.0.2678.0

Note : This is Windows OS specific issue as the auto scroll feature is not available on Mac and Linux OS.

I don't have access to a windows machine for the next couple of weeks to test this out. In the meantime, reducing priority since this feature is behind a flag and not enabled by default.

I'm unable to reproduce this on Chrome 53.0.2754.0 on Windows 10.

Marking as WontFix, please reopen if you are still able to reproduce.
