Switch both CSS and SVG animations to 60fps?

Issue description

WebKit just switched both of these to 60fps in:
https://bugs.webkit.org/attachment.cgi?id=277566&action=prettypatch

We have this set to 30fps in AnimationTimeline::s_minimumDelay (maybe elsewhere too). Should we switch to 60fps?

Do you have an example of something that's only animating at 30fps?

Animation rate is driven by the compositor. s_minimumDelay is used to ensure that we wake ahead of the next frame. It does not relate to the frame rate.

Yes, this does not look like it applies to us - AnimationTimeline::s_minimumDelay is used like dstockwell say (see SMILTimeContainer::scheduleAnimationFrame).

For animations in SVGImage we do have this problem though, but that is because we lack a frame time-source. (But we have a bug for that already:  issue 469196 .)
