Reoccurring Popup for Several Weeks Attached

Issue description

    Firefox: N/A

What steps will reproduce the problem?
(1) opening browser, unless opening more than one instance
(2) if browser closed but opened later, the popup will still reoccur
(3)

What is the expected result?

"Your extensions are located here. Got it?" pop up appears once, is confirmed, does not continue to appear

What happens instead?

pop up appears, is confirmed, continues to appear upon opening the browser


Please provide any additional information below. Attach a screenshot if
possible.

Screenshot is attached and just to be clear, if I have more than one instance of the browser at a time the popup only appears on the first browser.  But if I close all the browsers, then try to open a new one it will still come up with the popup.
The icons appear blue, when I scroll over them the popup appears.  WHen I confirm, they revert to the default color.

Unable to reproduce the issue on Windows 7, Mac 10.10.5, Ubuntu 14.04 using latest stable 50.0.2661.87, canary 52.0.2718.0 as per steps in comment #0.
Observed that "Your extensions are located here. Got it?" pop up appeared once, is confirmed, does not continue to appear.

bryanrmccormick@Could you please check the issue on clean profile and update the thread with chrome version, OS details if issue still persists.

I'm glad to gopher however necessary for sure, but i'm not sure what you mean by 'clean profile'.  I checked the Chrome version it was 49.0.2623.112 m and then it updated Chrome to 50.0.2661.94 m...
It still has the same issue with the blue icons verifying I understand about the extensions.  I've closed the browser a few times since updating the version, no good.  I'm using Windows 10 "Home", free upgrade from Windows 8.1.
Hey Bryan, could you look in your preferences file* and tell me what the values for "toolbar_icon_surfacing_bubble_acknowledged" and "toolbar_icon_surfacing_bubble_show_time" are?

*The Preferences file is a plain-text file in your user data directory - you should be able to open it in a text editor and search for the specific string.  The value is whatever is after the ':' for the name.

it's weird... thanks for the ping, i'd been wondering if anybody'd said anything and hadn't noticed the previous comment... but, the other popup would come up first saying that it could restore my previous tabs, and i could click it off, but if i scrolled over the blue icons first then the popup in question here asking if i understood about the new features would come up and i would click out of both of them...
i fiddled around with the sequence that i acknowledged the popups and eventually the one we've been talking about in the thread here did stop coming up... i can still check that text file to see what it says but i can't until tomorrow
but the problem seems to be resolved

nope, i searched for 'toolbar' and 'icon' and that come up with several instances but nothing for 'surfacing' 'surfac' 'bubble' 'acknowledged' or 'acknowledge' in the text file... it isn't that much text and i was trying to read through it, but it's way over my head the only thing that stands out is  "manifest":{"background":{"persistent":true,"scripts":["motiverequest.js"]} 
there are three "persistent true"s and it's probably nothing, but to me it's all probably something so to you it's just as well nothing i assume, but i figure the rest said persistent false and it was the only thing that stood out...
it's not happening anymore and thanks again for responding, i'd pretty much resigned myself to accept it and it wasn't bothering me much... byebye

Thanks for circling back, Bryan.  We removed the bubble after everyone was upgraded, so it looks like the removal worked for you as well, which was my big concern (hoping it wouldn't stick around ad infinitum).  Glad to hear it's working now!
