remove possibly redundant a11y method in DialogDelegateView

Why does DialogDelegateView need GetAccessibleWindowRole() (via its superclass, DialogDelegate) in
addition to GetAccessibleState()? Can we just implement
GetAccessibleWindowTitle() and delete GetAccessibleState()?
