Spamming F-5 causes a needless stream of aborted navigations

Issue description

What steps will reproduce the problem?
(1) Navigation to any page
(2) Hold down F-5

It would be nice to rate limit the reloads that are issued. As of now, we send a navigation request for every key event, which on my Linux workstation is about one every 30ms.

This gives a bad user experience. If it's a mistake, I can't really tell that I'm reloading because the screen only flickers.

This use case also pollutes the Net.ErrorCodesForMainFrame3 metric with needless aborts.
 
This seems to be fixed, at least for the use case of holding down F-5. Does anyone know who fixed it?
